430-1 430.0 OPEP.ATOR LICT.NSING BPECil 430.1 To assure sufficient licensed operators to satisfy the (13.2)
Technical Specification requirements for shift crews can be met, at the time of initial fuel loading, the number of persons for whom training is planned should be specified. This number should give allowances for examination contingencies and the need to avoid planned overtime for supervisory personnel during the startup phase.
431.1 Which members of the staff personnel are to attend the (13.2.1.1)
Design Familiarization Course?
431.2 What knowledgeable individual will be directly supervising (13.2.1.1) the observation phase of training?
431.3 A means of evaluating the training program ef fectiveness (NONE) for al_1, employee training should be addressed.
431.4 The following informction is required regarding the (NONE) information presented on rigure 13.2-1.
(1) ACC crerator and senior opar, tor scritten eenminations are generally administered six to eight weeks prior to fuel loading. It appears that the scheduling of the intensive pre-examination training will conflict with the written examination dates.
(2) Experience has shown that the inten,give pre-examination training is very useful to license candidates. Why is Operations supervisor excluded from this training?
(3) ANSI 18.1 Section 5.2.2 reconmends training of the
" hot" licen.4e candidates in suSject areas as identifico in Section 5.2.1.
It decs not appear that the " hot" candidatea i:111 receive training in radiation control and safety provisions.
(4) Include on Figure 13.2-1 the expected starting time and duration of the preoperational testing.

430-2 431.5 Specify the differences in the training programs for (13.2.1.5) individuals, seeking licenses pursuant to section 55.25 of 10 CFR Part 55, who have had previous nuclear experience.
Consider in your response the following groups of persons; (a) individuals with no previous experience (b) individuals who hold or have held licens'es for comparable facilities, and (c) individuals who have had nuclear experience at facilities not subject to licensing.
432.1 The applicant should consit to the conduct of all safety (13.5.1.1) related operations by detailed written and approved procedures.
432.2 The applicant should commit to having the written and (13.5.1.2) approved administrative procedures at least six months prior to fuel loading.
432.3 The applicant should connit to having the written and (13.5.2.1) approved operating procedures, which are perforned by the licensed operators in the control room, completed at least three months prior to fuel loading.
