DeYoung, Assistant Director for Light Water Reactors, Group 1, RL REVISION NO. 1 TO SAFETY EVALUATION REPORT Plant Name: WPPSS Nuclear Project No. 3 and No. 5 Licensing Stage: CP Docket Numbers: STN 50-508; STN 50-509 Responsible Branch: LWR 1-3 Project Manager:

P. D. O'Reilly Requested Completion Date: August 29, 1975 The enclosed revised sections of the WPPSS Units 3 and 5 Safety Evaluation Report (submitted on June 17, 1975) update the sections of the Auxiliary i

and Power Conversion Systems Branch based on new amendments, up to and including Amendment No. 21. The following sections are included:

9.0 Auxiliary Systems - Last paragraph has been modified to eliminate the statement indicating our concern of the potential flooding of the ECCS pumps.

9.1.2 Spent Fuel Storage - This section has been revised to conclude that the system design criteria are l

acceptable based on the information provided in Amendment No. 20 that K will be limited to a maxim s of 0.95 under t$$ conditions of the fuel pool flooded with unborated water.

9.2.2 Component Cooling Water System - This section has been revised to express our concern over the proposed quality group classification of the CCWS piping i

connected to the reactor coolant ptsap oil cooless and the lack of redundancy of the CCWS supply and return vr.1ves for the reactor coolant ptsap cooling. Amendment No. 20 downgraded the classification of this portion of the CCWS from quality group C (SC-3) to non-nuclear safety (NNS). We will require the applicant to design quality group C requirements and provide re ndancy.

9.3.3 Equipment and Floor Drainage System - This section has been revised to conclude that the system design criteria and design bases are acceptable. Additional information submitted in Amendment No. 20 demonstrates that sufficient provisions are provided to protect ECCS equipment from flooding.

The applicant has not made their final decision on the type of fire protection system they proposed to use in the cable vaults and cable chases adjacent to the control room area. Additional information will be provided by the applicant in further amendments. We will report our evaluation in this regard in supplements to this report.
