, August 23, 1974, the Atomic Frergy Coacd.ssIon published a Notice

of Hearing for Construction Permits in the fe_deral Ragister to determine whether a construction permit shottid be issued to (1) Washington Public Power Supply Systea, on behalf of itself and four investor-cwaed electric a utilities, Pacific Power and L13ht Company, Portland General Electric Company, Puget Sound Power and Liy,ht Company and the Washington Water Power Company, authoriring construe:1on of the proposed WPPSS Nuclear Project No. 3; and (2) Washington Public Power Supply Systas, on behalf of itself, authorizing construction of the proposed WPPSS Nuclear Project No. 5. The.

proposed facilities are to be located in Crays Harbor County, Washington, about 26 miles west of Olympia. Issues to be considered at the hearing include b'oth radiological safety and environmental. Since that time, the ..

applicant has filed an Environmental Report in' support of its application.

Mditional opportunity is being given to members of the public who wish to participate in the hearing on environmental issues. The issue to be considered ,

and procedures for participation are specified in a Federal Register notice published on August 23, 1974'. This notice does net affect the status of any i

person previously admitted as a party or provide additional opportunity to l intervene or raise matters pertaining to radiologicni mattera. .

1. They may make a limited appearance. A person making a limited appearance does not become a party to the proceeding but may state his. position and raise questions which he would like to have answered to the extent that the questions are within the scope of the hearing and are permitted by the Licensing Board. Persons desiring to make a limited appearance are requested to inform the Secretary of the Commission, U.S. Atomic Energy Commission, Washington, D.C. 20545, Attention: Docketing and Service.Section, by November 7,1974. Limited appearances will be -

permitted at the time of the public hearing by the Licensing Board.

2. They may petition for leave to intervene. A person permitted to inter-vene becomes a party and has a right to participate in the conduct of i
