I am writing to introduce myself as the new Director of the Office of Intemational Programs (OIP) and to update you on issues relating to the administration of our joint technical information exchange arrangement.
As you may know, Carlton R. Stoiber retired as Director of OIP in January 1999. In June, the Nuclear Regulatory Commission (NRC) selected me as his successor. The NRC I
announcement of my selection and background is enclosed for your information.
In our joint exchange arrangement, both parties must identify an " arrangement administrator" through whom contacts, issues and documents are channeled. By this letter, on behalf of the NRC, I am naming myself as the arrangement administrator. It has been quite some time since we have confirmed with you your designated arrangement administrator. I would like to request that, by return post, you provide the name and title of your designee. As part of our exchange of information under the arrangement, NRC can routinely provide to you various documents, as listed on the enclosed printout. Please let us know if they would be useful to you. Finally, as these arrangements provide for reciprocal exchanges of documents, we would like to encourage you to send us your organization's annual report and other documentation which would aid us in understanding your nuclear regulatory program in greater depth.
I would also like to take this opportunity of informing you about electronic access to NRC documents. Effective October 1,1999, NRC plans to open its new Agencywide Documents Access and Management System (ADAMS) to the public via the NRC web site at
<http://www.nrc. gov />. All publicly available documents generated or received by NRC from that date forward will be represented in both image and searchable full text in the ADAMS Publicly Available Records database.
