1.0 Backaround

The NRC's Agreement State program and general program of cooperation with ,

Federal, State, and local governments, interstate organizations and Indian Tribes are

{

administered primarily through the Office of State Programs (OSP). The goals of the j office are three-fold. First, OSP ensures that the NRC maintains effective '

interactions and communications with these organizations. Second, the OSP i

. promotes greater awareness and mutual understanding of NRC policies and activities, and assures the views of stakeholders, as they relate to radiological safety at NRC and Agreement State licensed facilities, are addressed. Third, OSP conducts oversight to assure Agreement State programs are adequate and l

compatible. The office's activities encompass three general areas: The Agreement State program, as defined in Section 274 of the Atomic Energy Act of 1954, as amended; State, local and Indian liaison; and Federal liaison. These programs are implemented through the NRC Headquarters and Regional offices.

The NRC Management Directive System is used to communicate to employees basic NRC policies, requirements, procedures and management information of overall applicability. Internal office procedures make up the next layer of NRC staff guidance and address individual NRC office responsibilities. Individual NRC internal office procedures may provide more in-depth instruction as to the implementation and coordination of activities identified in the NRC Management Directives, or may provide office-level guidance on subjects not addressed in Management Directives.

The OSP internal office procedures need to provide clear guidance on how to implement programs. Over time, the procedures have not been maintained due to higher priority work. A review and update of OSP procedures will eliminate outdated guidance, establish procedural guidance for all significant current program and internal office activities, and improve efficiency Dv providing standardization in office practices and by establishing references for training of new employees.

2.0 Obiective

The objective of this task is to assist the OSP in the formatting, administrative review, and revision of OSP office procedures.

O 3.0 Technical and Other Soecial Qualifications Reouired:

The contractor shall provide editorial and limited _ technical expertise in reviewing and writing procedures. The work requires general knowledge of the NRC's cooperative agreements program with Federal, State, and local governments, interstate organizations and Indian Tribes, the Agreement State regulatory framework, and NRC regulations and policies Knowledge of procedure writing and effective organizational management techniques is necessary.

4.0 Scooe of Work 4.1 Organization and Format for OSP Procedures From their previous experience, discussions and review of existing NRC procedure formats, with OSP staff, the contractor shall recommend several possible formats for OSP consideration. The contractor shall recommend ideas on organization of the OSP procedures into logical work areas based on the OSP budget organization. The contractor shall meet with OSP within 10 working days of award to present and discuss suggested formats and organizawa.

Within one month of the meeting at NRC Headquarters, the contractor shall submit a complete draft OSP procedures manual outline / table of contents, including organizational management structure and procedure format for OSP review. Within 10 working days, OSP will comment on or approve the draft manual outline. Upon approval of the manual format and structure, the contractor will begin construction of the manual under task 4.2.

4.2 Reformat and Review OSP Procedures The contractor shall reformat the OSP procedures specified by the Technical Monitor (TM) into the format agreed to under 4.1 above. The estimated number of OSP procedures that will be submitted to ORNL for reformatting is not expected to exceed 40. Minor suggestions or enhancements may be suggested by ORNL based _

on their experience in procedure writing. The enhancements shall be submitted to the TM and approved prior to their inclusion in reformatted procedures.

The contractor shall reformat each OSP procedure within 15 working days of receipt from the TM. If a large number of procedures are submitted at one time by the TM, the_ contractor will contact the TM and negotiate a schedule based on the number and complexity of the procedures.

The contractor shall submit each reformatted procedure to OSP for review prior to entering it as finalin the OSP Procedures Manual. OSP shall review and comment or approve each procedure within 10 working days of receipt. The contractor shall submit the final procedure within 15 working days of receipt of OSP comments or approval.

5.0 Meetinag_end Travel:

Within 10 working days of contract award of this task, a kickoff meeting will take place at NRC Headquarters it is estimated the meeting will be one day.

6.0 NRC Furnished Materials:

At the time of award, OSP will furnish the contractor with the following: A listing 4

, of OSP procedures (currently there are approximately 60 procedures with an average page length of between 5 and 10 pages); a copy of each of the current OSP procedures for contractor reference (a number of the OSP procedures will be

deleted and thus will not need reformatting); NRC Management Directive 1.1, NRC Management Directives System; and examples of office procedures used by the Office of Nuclear Material Safety and Safeguards.

The TM will provide the Principal investigator (PI) with the specific OSP procedures for reformatting and procedure specific instructions for processing the procedure.

7.0 Reoortina Reauirements:

l A Monthly Letter Status Report (MLSR) shall be submitted by the 20th day of each l month and shallinclude the information specified in Exhibit 12 from Handbook 11.7, "NRC Procedures for Placement and Monitoring of Work with the Department of Energy." ,

8.0 Level of Effort:

The estimated level of effort for this task is 0.5 staff years.

9.0 Period of Performance:

The period of performance is 2 years from the date of award.

10.0 Technical Direction:

Rosetta Virgilio is the designated the OSP Technical Monitor for this task.
