By letter dated November 20, 1985, we requested exemption from Appendix J 4

requirements regarding Type B and C testing of several valves and flanges on Browns Ferry unit 2.

At the time of that request, startup of unit 2 was anticipated in several months. Your letter to S. A. White dated August 5, 1986 requested that we provide a 10 CFR 50.12 evaluation to support the exemptions and additional information as to how the required modifications would impact the scheduled restart of unit 2.

As described in the Browns Ferry Nuclear Performance Plan submitted on August 29, 1986, the initial design and procurement activities to complete the subject Appendix J modifications are presently underway.

In conjunction, an evaluation is being made to determine the feasibility of implementing them before restart because of the extended unit 2 schedule.

The results of this evaluation may eliminate the need for some of the exemptions.

Therefore, we request that you defer action on our November 20, 1985 request.

TVA will request, at a later date, that you resume action on the exemptions

which remain necessary and will provide the needed supporting information at that time.
