Our enclosed comments are related to the staff's specific requirements concerninE terrestrial and aquatic monitoring programs which were decided upon at the necting with the applicant. The revised correstrial monitoring program the applicant propoacs exceeds the staf f's recournendations.

2.

The revised aquatic program would be acceptable with the inclusion of an additional benthos / drift and periphyton station and chances in frequency of sampling of these organions.

DETAlLED COMMINTS Terrestrial Program The staff believes that an acceptable terrestrial monitoring program i

can be limited to the following types of monitoring:

1.

Periodic infrared false color aerial photographs of vegeta-tional communities which are subjected to drif t effects from cooling towers.

2.

Photographic transects (color and false color) of lichen as i

an indicator organisms for cooling tower drift effects.

3.

Soil chemistry monitoring to include replicate analysis of I

major chemicals present in the drif t.

4.

Establishment of procedures and instructions to control and monitor construction impacts as recommended in Regulatory Guide 4.2 paragraph 4.5 (Revision 1, 1975).

The applicant has stated in correspondence adjoining the submission of the revised monitoring program the following:

"It is our understanding that a terrestrial monitoring program similar to either that described in the ER or that described in the recent 5th. Amendment to the State Site Application satisfies the NRC Staff minimum requirements.."

The applicant's terrentrial monitoring program in fact exceeds " mini-mun staff requirements" as pointed out to the applicant in the meeting of June 9th. It is recommended that the staff review only those data which are part of the indicated recommendations and that the applicant be so' notified. Comments on the remaining aspects of the applicant's terrestrial monitoting program should not be made.

Aquatic Program The revised aquatic monitoring program has been reviewed and found acceptable with the following recommendations; (1) the establishment of an additional benthos /drif t and periphyton station at the Chehalis River holding area above the discharge and, (2) changing the frequency of sampling of the benthos / drift and periphyton studies of twice quarterly.
