FEB 8 1977 ST DISTRIBUTION SEISMOLOGY REVIEW PLAN FOR PACIFIC NORTHWEST PLANTS A meeting was held among DPM and DSE staff on February 2,1977, to discuss appropriate seismic review actions needed to resolve licensing decisions on the nuclear plants located in the Pacific Northwest that are under review for construction permits considering the potential impact of the 1872 Earthquake and the likely progress of the U3GS review of the reports submitted by the Pacific Northwest utilities task force group.

The rccc=cnied review action: su=ari:cd herein for the several plants are based on the following:

(1) The staff can support conclusions for seismic design bases for WNP 3, 5 and Skagit 1 & 2 and the staff believes that its conclusions for these plants will not likely be affected by the USGS review of the 1872 Earthquake.

(2) The 1872 Earthquake evaluation by USGS should be evaluated in review of the seismic design of the other plants (i.e., WNP 1,4; WNP 2; Pebble Springs 1 & 2).

(3) The USGS will likely take about 3 months to complete its review of the 1872 Earthquake report submitted by the utilities task force group.

Safety hearing transmittal to ASLB by 3/8/77 to support scheduled to begin 5/17/77. LhA-1 decision; SER Suppleaent to be'sub-sequently issued prior to safety hearing.

Skagit 1, 2 Needs LWA-1; combined hearing with Staff to prepare seismic input to SER by Pebble Springs on need for power 3/1/77 (SSE to be likely 0.35g instead of scheduled for March '77; seismic 0.30g present design basis). USGS review concern among the issues affecting of staff conclusions will be requested; will resumption of environmental hearing proceed to LWA hearing without USGS letter possibly in April '77 & issuance of unless USGS has significant problem with LWA-1; ACRS meeting scheduled for staff's conclusions; may possibly have USGS June '77. letter for June ACRS meeting but if necessary will proceed to ACRS without USGS letter.

Pebble Springs 1, 2 Needs LWA-1; combined hearing with Staff will wait for USGS report on 1872 Skagit on need for power scheduled earthquake to support SER supplement.
