.PAULT INVESTIGATIONS AT WPPSS 3 & 5 ,

SUBJECT:

On Mondays October 17, during a conference esil with WPPSS, investi- Ebasco, and Woodward Clyde personnel (see listing) we indicated that for Unit an gation of the thres small faults uncovered in the excavationIts f 3 would be required.

lining what types of information shculd be determined in the investi-gations:

1). Determination of the faults displacements;

2) 'lteasonable detsrmination of the length of the faults; .

3)

' Determination of the faults orientations; 4)

Determination of the relationship to other faults in the atte arear 5)

Determination, of the probable age of movement; 6)

Determination of the demonstrable age of movement.

! Also, we stated that adequate photographic documentation wou required of their investigation.

l I It was ocr suggestion, based on siailar types of studiosideat other nuclear power plants, that the cpplicants put together an outs d how the hbove mentioned topics are to be studied d report gre,u-a for the data gathering process, review the final l i 1submittes (one Ve also oggestad that the panel consist i lof a struct specialized f= fault mechanics), a geochronologist, and a reg ona tha?.ogist familiar with the State of Washington.,

. At one point in our conversation, concern was expressed by the applicant j and one of his consultants that by requiring this type of investigation i .

we may be over-reacting to the discovery of faulting at WPPSS 3 & 5.

In reply, we stated that to the best of our knowledge this is not the .

case since similar studies have been required and performed at Summer, l Indian Point, Millstone, Catawba, Cherokee, etc., where offsets had i been discovered in the reactor area.

! We also discussed the impact of the investigation on the construction j schedule. We mentioned that a visit on the 26th of October would

probably be best for us since it would give them another week to work
on the faults and would allow us to coordinate with other Commission j activities (ACRS Seismic Subcommittee meeting - Portland, Oregon) .

! The applicant indicated that he would make an assessment of the 26th

visit on his program of installing gunite, steel mesh and reinforcing rod on the walls of completed investigation.
