Gentlemen:
The purpose of this letter is to request a partial exenption fran General Design Criterion (GDC) 4 of Appendix A to 10CFR Part 50 by applying " leak-before-break" tecnnology as an alternative to providing hardware to protect against dynanic effects resulting fran certain postulated austantic steel pipe ruptures inside containnent.
The scope of the exenption being requested is limited to only certain high energy, balance-of-plant, piping systens.
They are identified in Attachment 1 to this letter.
The specific break locations and pipe whip restraints and jet impingement shields that are to be eliminated are also indentified in attachment 1.
The technical infonnation to justify this request for exenption is contained in the revised WHIPJET Progran Report.
Five (5) copies of this re-port are being transmitted at the sane time as this letter under seperate cover.
This report is a revision to the final report submitted by the referenced letter and the revisions are based on agreenents reached with the NRC staff and its consultants in the WHIPJET meeting of January 16, 1987 in Bethesoa, Maryland.
Please note that Appendix B of the WHIPJET Progran Report contains propri-etary infonnation on the properties of austentic steel base metal and weld metal.
Tne request for withholding this information from public oisclosure in accordance witn 10CFR2.790 is enclosed with the report.
This application for withholding is being made by Ouquesne Light Company on the behalf of its sub-contractor on this project, Robert L. Cloud and Associates (affidavit fnclosed with report),

- 1 Upon approval of this exemption request, the FSAR will be amended to reflect this alternative design basis.
The e,xpeditions issuance of a Safety Evaluation Report and a partial exemption to GDC 4 would be greatly appreciated.
