NRC RADIATION PROTECTION AND CHEMISTRY INSPECTION REPORT
50-461/97017(DRS) AND NOTICE OF VIOLATION
Dear Mr. Cook:
On July 28,1997, the NRC completed an inspection at your Clinton Nuclear Power
Station. The purpose of the inspection was to review the gaseous and liquid radioactive
waste programs, including effluent releases and monitoring. Additionally, the
circumstances surrounding a June 18,1997, event, where a contaminated worker was
released from the station, and ongoing work on the 'A" and "B" racirculation pumps were
also reviewed. The enclosed report presents the results of this inspection.
Overall the gaseous and liquid radioactive waste programs, including effluent releases and
monitoring, were wellimplemented. We noted that the total activity and associated doses
from effluent releases continued to be low and that the radioactive waste systems and
monitors were well maintained. Additionally, good self-assessments by your staff
identified several problems with the planning for the recirculation pump motor work and
inith the control of radioactive sources. Tht success of these initiatives was indicative of
your efforts to improve overall performance.

We are concerned, however, with two violations identified during this inspection. One
)
violation was associated with an inadequate survey and subsequent release of a
contaminated worker from the station. Another violation concerned the failure to follow
procedural requirements for the calibrat.on of personnel contamination monitoring
equipment and for chemistry sampling. In particular, we noted that the worker
contamination event lacked comprehensive and thorough follow-up actions. In addition,
the monitor calibration issue was similar to a problem previously identified through your
self-assessment process.
The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding them are described in detailin the enclosed report. Please note that you are
required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
