Dear Mr. Cottle:
An NRC inspection of steam generator replacement activities was conducted July 2124,
!
1997, at your South Texas Propet Electric Generating Station, Units 1 and 2 reactor
I
f acilities, with an exit meeting co iducted on July 24,1997, at the conclusion of the onsite
inspection. The enclosed report piesents the scope and results of that inspection.
'
Overall, the results of the inspection indicate that you have developed both comprehensive
technical and quality requirements for yo';r replacement steam generators and implemented
proactive measures to assure appropriate quality standards are maintained by
l
Westinghouse and its subvendors during materials manufacture and steam generator vessel
l
fabrication. One violation was identified, however, pertaining to the failure to revise.

Specification 4R129NS1014, " Replacement Steam Generators," Revision 0, to reflect the
,
approved vendor use of GA 533, Grade B, Class
plate materials for the steam generator
upper shells. Specifically, the specification permitted the use of only SA 533, Grade B,
Class 1 plate material (a material with lower yleid and ultimate tensile strength properties
,
than the Class 2 grade). This issue is of concern since we believe that it indicates, in
.at least ono instar.ce, that approvals of vendor drawing and document submittats have

been conducted without appropriate raference to and consideration of your governing

steam generamr specification requirements.

During the inspection, we additionally noted that' the.+mperage value recorded on Ansaldo

l nondestructive examination records (for prod magnetic particle examinations of the steam-
generator upper shell wold joint preparations and the b? ?k ground root of the initial upper

shelllongitudinal _ welds) appeared to be contrary to the maximum value permitted by the
applicable Article 7, paragraph T-743.2 of the ASME Section V Code, it is regt asted that

the corrective actions taken by Westinghouse to resolve this potential ASME Code
' violation be furnished with your response to_ the enclosed Notice.
in accordance with'10 CFR ?.790 of the NRC's " Rules of Practice," a copy of this letter,
-its enclosure, and your response will te placed in the NRC Public Document Room (PDR).
To the extent possible,-your response should no'r include any personal privacy, proprietary,
