- SUBJECT: COOPER ENGINEERING FOCUS MANAGEMENT MEETING

Dear Mr. Horn:

-This refers to the meeting conducted at Cooper Nuclear Power Station on August 21,

1997. During that meeting we discussed the weaknesses in your operability assessment

- process noted during a recent inspection. We also discussed the improving quality of your

safety evaluations. Detailed results of the engineering focus inspection on operability

assessments and safety evaluations can be found in NRC Inspection Report 50 298/97-07,

The discussion of the weaknesses in your operability assessments provided us insight into

your understanding of the causes. We found the perspective supplied by operators and

engineers that routinely perform operability assessments particularly useful. The -

discussion of your treatment of operability assessmente during startup helped us to

,

evaluate the impact on safe plant operation. We also gained insight into your

!

improvements in your safety evaluations. In general,-we considered the meeting very

j

worthwhile,

in accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code

of Federal Regulations, a copy of this letter will be placed in the NRC's Public Document

Room.
