Dear Mr. Dugger:

I We have reviewed your letter dated July 23,1997, and the enclosed objectives and guidelines for the Waterford 3 emergency preparedness exercise scheduled for November 5,1997.

Based on our review, we determined that the exercise objectives are appropriate to meet emergency plan requirements. Minor questions were resolved during an August 22,1997, telephone discussion with Mr. Jack Lewis of your staff.

We contacted the Federal Emergency Management Agency, Regions,VI, during our review.
