All Agreement States letter SP-99-018 detailed Seaman Nuclear Corporation's application for a license to distribute portable moisture density gauges to persons generally licensed in accordance with 10 CFR 31.5. As noted in the letter, a meeting was held with interested Agreement States on July 28,1999 to discuss relevant issues pertaining to this matter. At this meeting, it was stated that NRC would appreciate receiving formal comments from Agreement States on this device and the proposal to allow distribution of the device under a generallicense. Enclosure two of SP-99-018 is the Staff Requirements Memorandum (SRM)in which the Commission requested staff to

coordinate with the Agreement States on this issue. We would appreciate your written j
comments to assist us in informing the Comrnission of your views on the Seaman application.

We would appreciate receiving your comments within one month of your receipt of this letter.

At thiy meeting, it was stated that NRC would appreciate receiving formal comments from Agreement l States on this device and the prospect of allowing distribution of the device under a generalligense. Enclosure two of SP-99-018 is the Staff Requirements Memorandum (SRM)in which the Commission directs the staff to coordinate with the Agreement States on this issue. NRC staff will report back to the Commission on the Agreement States' views regarding distribution of the Seaman gauge as a generally licensed device. Your written comments wobld assist us in informing the Commission of your views on the Seaman application.
