THREE MILE ISLAND NUCLEAR STATION, UNIT 1 (TMI-1) REVIEW OF TWENTY-YEAR REACTOR BUILDING TENDON SURVEILLANCE REPORT (TAC NO. M92045)

Dear Mr. (angenbach:

The staff has completed our review of your submittal dated April 7,1995, as supplemented November 29, 1995, and our findings are delineated in the enclosed Safety Evaluation. As noted in the enclosure, we concluded that (1) tendon lift-off forces should not be averaged in the trend analysis; so for ,

the analysis of future tendon lift-off forces, instead of using the average of the normalized tendon forces, the individual tendon forces as obtained from the lift-off of the same group of tendons should be used in the regression analysis; and (2) for future grease inspections, the method of assessing the grease voids should be modified to comply with the intent of Regulatory Guide 1.35 Revision 3, " Inservice Inspu tion of Ungrouted Tendons in Prestressed Concrete Containments." Otherwise, the overall condition of the containment tendon system program is found to be satisfactory.
