Accordingly, this contract is hereby modified as follows:

1.

Paragraph (a) of Subsection B.3 - CONSIDERATION AND OBLIGATION--COST PLUS FIXED FEE (JUN 1988) ALTERNATE I (JUN 1991) is hereby deleted in its entirety and substituted with the following in-lieu thereof:

"(a) The total estimated cost to the Government performance of this contract is $2,054,447.00, of which the sum of $1,938,157.00 represents the estimated reimbursable costs, and of which $116,290.00 represents the fixed fee."

Subsection C,1.3.1 - Task 1 - Analysis, review, maintenance',

and update v' sgptiguration management plan and standard and Ericialized coeratino orocedures is hereby deleted in its entirety and substituted with the following in lieu thereof:

"C.1.3.1 Task 1 Analysis, review, maintenance, and update of configuration management plan and standard and specialized operating procedures Phase I The Contractor shall review current computer facility operations and_ system operational procedures, to determine if they are in

-accordance with the NRC. Configuration Management Plan and Standard and Specialized Operating Procedures (hereafter referred to as the' Plans and Procedures).

The Contractor shall reconcile the differences between how the work is currently being performed and how it should be performed according to the plans and

_ procedures.

The Contractor chall then recommend changes to the

NRC-33-95-173 Modification No. 10 Page 3 of 9 plans and procedures to maximize the efficiency of the

[3 management, on-site operation, and maintenance of the computer facilities to the NRC Project Officer.

The Contractor shall implement these procedures under the scope of this contract upon written approval of the NRC Project Officer Contractor's review shall, at a minimum, include an analysis of the following functions and related procedures:

Operation of all computers, RJE stations, and related gT peripheral equipment, staffing requirements, work schedules and envirormental monitoring.

B.

Scheduling and execution of backup procedures for all systems.

C.

User support services.

D.

Procedures to train Contractor personnel to ensure they become expert in all operational functions, and knowledgeable of updates to NRC hardware and software.

E.

Procedures to maintain inventory of the supplies and reorder as necessary.

F.

Plans and procedures to maintain the tape inventory.

Plans and procedures shall include maintenance of tape libraries and tape accounting systens, accounting for the transfer of tapes to and from the offsite tape storage facility, creation and issuance of tape reports.

G.

Plant to perform minor hardware preventive maintenance such as tape head cleaning, monitor screen cleaning, and printer path, guides, and drums / bands / chains cleaning.

H.

Procedures to maintain data communications equipment in an operable mode.

I.

Procedures to ensure that all facilities are in a constant state of readiness in accordance with the facility availability requirements described under tash 2.

J.

Procedures to maintain activity logs to include, facility access logs, incidence logs, hardware maintenance logs, verification check list, system support and on-call list, and recorde of temperature and environmental monitoring.

K.

Procedures to protect sensitive data in accordance with Facility Systems Security Plans.

Procedures to-identify, rectify, and report all problems

-such.as security violations,- hardware / software problems, air conditioning,-and power (including UPS equipment) to the NRC Project Officer (PO).

Procedures to test the effectiveness of security plans for facilities, systems and contingencies.

Plans to maintain an " Authorized Only" list for each facility and procedures to enforce the entry requirements.

Plans to perform conversions, migrations, code veri *fication and validation, and-procedures to measure and evaluate system performance.

An analysis of specialized procedures unique to each existing facility operation.

An example is the Payroll

-operations Manual (POM).

This manual shall be revised and updated as required by the Contractors Project Manager'.

All revision'shall be approsad by the NRC Task Manager for the specific system prior to incorporating.them.

Phase II-The Contractor shall maintain the configuration of the computer facilities in accordance with the NRC Configuration Management.

Plan.

The contractor shall be responsible for keeping a baseline and all changes to that baseline of the facility.

The contractor

NRC-33-95-173 Modification No. 10 Page 5 of 9 shall coordinate any changes to the facility and equipment residing in the f acility with the NRC Project Of ficer. This effort shall include followir.g:

A.

Conduct interviews with selected individuals in CCSS and NDSS of the Technology Infrastructure Branch and with other IRM individuals as appropriate.

B.

Collect information and documentation on TIB systems, hardware, software, processes and other products beir; considered for configuration management.

C.

Examine the implications of configuration management on such activities as the Telecommunications Center and the cabling of NRC buildings.

D.

Identify specific opportunities for cost savings / cost avoidance.

E.

Propose the organization parameters, scope and physical construct of the TIB conf.guration management and control system and estimate it maintenance requirements.

F.

Evaluate and recommend current technology and vendor products for automating the configuration management and control process.

G.

Develop a draft document on configuration management and control.

H.

Update the Configuration Management Plan.

Phase III The contractor shall implement the configuration management plan on the NRC Computer Facility.

This implementation shall in include the following:

A.

Document the detailed configuration of the CCSS Computer Facility software, hardware and documentation and on the processes, procedures and forms currently used for management and control.

B.

Utilizing the approved CM policy document, recommend the CCB support organization structure, procedures and automated tools for the proposed configuration management and control system.

-DetermineJconfiguration items and baselines for CCSS Computer Facilities hardware, software, facilities; processes and-their' documentation.

D.:

Develop;a-report of configuration items and baseline results and submit for approval.

E.

Acquire configuration management and control-system-software.

F.

Upon approval, install, load and test the configuration items'and baseline data into the selected configuration management i control system.

G.-

Commence operation of the change control board.

H.

Update the Configuration Management Plan.

I.

Determine cost and schedule for follow on' phases-necessary to incorporate the entire TIB organization in the-Configuration-Management' Plan,"

with the schedule set forth below;

Project: Management Plan.

This plan.shall include procedures to' provide staf fing and project management in the event of vacation,-sick leave, resignation and emergencies, The plan shall also include training i

procedures.to ensure that contractor personnel become experts in all operational-functions and knowledgeable of updates to the NRC hardware and software.

The schedule-for all of the required cleanings shall be included in the plan.

Two hard. copies due five working days after contract award..

' Daily'NUDOCS Log Sheets.

The nightly NUDOCS processing _

log' sheet shall be provided on a daily basis to the NRC Task Manager responsible for the NUDOCS application.

Weekly Status Report.

This report shall detail weekly supply or inventory replenishment requirements.

It shall also include a copy of the daily review logs detailing system and environmental failures or problems and their resolutions.

One copy electronically submitted to the NRC Project Officer by Monday close of business of the next week (the next work day if Monday is a Holiday).

4.

Monthly Status Report.

This report shall nummarize the problems that occurred in the previous month, the percentage of system availability, detail latent supply and inventory problems and list the changes made to the facility.

Three hard copies delivered to the NRC Project Officer by the fifth working day of the new month.

5.

Monthly Work Schedules Report.

This report shall provide detailed staffing information for the next month.

At a minimum, it will include the time of each shift, who will be on duty during the shift, the planned lunch breaks, changes due to planned leave by the Operators, all reports run on an occasional bas.is, and the date they will be run during the month.

One copy of this report shall be electronically delivered to the NRC Project Officer 10 working days prior to the start of the next month.

6.

Computer Operations Documentation.

This document shall be provided to the NRC Project Of ficer within the first month of the contract.

This document shall show the proposed changes to the operations of the computer facility.

This document shall be provided to the NRC Project Officer in Word Perfect 5.1 for DOS or 6.0 for Windows format.

A hard copy of this document shall be proved for review and approval.

Once approved, this document shall reviewed by all operator and a log sheet shall be signed by each operator that they have read and understand the changes in the documentation.

7.

Computer Facility Configuration Documentation.

This document shall include information about the NRC's computer facilities, such as facilities operations documentation, drawings of the computer facility, equipment location, equipment electrical, plug and weight requirements, supply levels and reorder points, changes planned for the equipment.

This documentation shall be maintained as a baseline of the facility.

At the request of the NRC Project Officer the changes

NRC-33-95-173 Modification No. 10 Page 8 of 9 shall be applied to the documentation and a new baseline shall be created.

At a minimum, the Contractor shall reconcile the changes to the facility and create a new baseline twice a year.

This document shall be maintained on the NRC's LAN using either Word Perfect version 5.1 or version 6.0a.

If during the term of this contract the NRC changes its primary word processor, the contractor shall be responsible for converting this documentation to the new word processor.

Whenever a new baseline is created one copy shall be maintained in the TWFN documentat'cn room for use by the NRC systems staff at any time and a second copy shall be provided to the NRC Project Officer.
