AP600 ORAFT SAFETY EVALUATION REPORT (DSER) OPEN ITEM RELATED TO COMPLIANCE WITH 10 CFR 50.55a
Dear Mr. Liparulo:
As you are aware, the staff is in the process of writing the final safety evaluation report (FSER) for the AP500.
During tha preparation of the FSER an issue was reviewed by the staff that had previously been considered resolved by the staff concerning DSER Open Item 5.2.1.1-1.
Section 5.2.1.1 of the standard safety analysis report (SSAR) states that the 1989 Edition and the 1989 Addenda of ASME Section III were used as the baseline for the evaluat;ons done to support the SSAR.
10 CFR 50.55a endorses the 1989 Edition, but this endorsement does not include the 1989 Addenda. A portion of the 1989 Addenda is not acceptable to the staff.
Specifically, paragraph NB-3683.4(c)(1) and Footnote 11 to Figures NC/ND-3673.2(b)-1 in the 1989 Addenda contain rules relative to fillet weld leg dimensions that are not consistent with figures NB/NC/ND-4427-1.
To resolve this issue Westinghouse is requested to do one of the following:
remove the reference to the 1989 Addenda of ASME Section III from the SSAR, or include a statement in the SSAR that the AP600 design does not rely on the portion of the 1989 Addenda that the staff finds unacceptable.
