Dear Mr. Liparulo:

'The majority of the AP600 CVS piping within containment (including the.

-demineralizers, letdown and regenerative heat exchangers,. reactor coolant i

filters, and hydrogen injection line) form part of the RCPB as defined in 10 CFR 50.2.

10 CHR 50.55a states that RCPB components must meet the require-ments of Class 1,Section III of the American Society of Mechanical Engineers-(ASME) Boiler and Pressure Vessel Code unless the components can be isolated from the RCPB by two valves in series which are automatically closed upon a

' postulated failure of the downstream piping while maintaining the capability of shutting and cooling the reactor down in an orderly manner, assuming _ makeup l1 1s provided by the reactor coolant makeup system only. -Westinghouse has classified the AP600 CVS RCPB piping between the. letdown, charging, and spray line automatic isolation v-

L The Nuclear Regulatory Commission staff has determined that the classification of any RCPB piping as non-ASME Section III, Class-1 or 2, non-Appendix B

. piping does not conform with the Regulatory Guide (RG) 1.26 on classification standards for nuclear power plants. Westinghouse has not included any i

discussion n the AP600 standard safety analysis report on this notable exception to standard RCPB piping classification nor identified this as a 4

deviation from RG 1.26.

In a telephone call 4 with Westinghouse on July 9 -1997, the staff conveyed this concern to Westinghouse and requested written justification for the classifi-cation of the CVS RCPB piping.

The staff. noted in the telecon.that Westing-

. house will need to explain how the CVS classification complies with 10 CFR U

- 50.55a for RCPB classification, including which valves are credited for -

automatic-isolation of the CVS and-how thoseLyalves are qualified, tested, and c

i subjected to periodic surveillances which ensure the safety function and the

The staff cannot complete its safety evaluation of the classification of structures, components, and systems (SER Section 3.2) until this issue is resolved. Westinghouse is requested to provide an open item tracking system action item to capture this issue with the status listed as action Westing-house.
