8 Gentlemen:
ANEFCO Inc. requests that the NRC revise'the ANEFCO Model AP-101
~
cask, NRC Certificate of Compliance no. 9071, to reflect shipments in which the cask cavity is dry (no free water) when delivered to a carrier for transport when" dry loaded" in lieu of " wet" loading such as within reactor fuel pools.
In accordance with our current NRC Certificate of Compliance, Condition 6 states that "In preparation for shipment, the cask must be drained of all excess water".
In addition Condition 6 elaborates and mandates"a vacuum pump must be used......corres-ponding the measured temperature of.,the drained water"l This requirement specifically applies to wel loading but as written encompasses all -shipments-including dry loading.
ANEFCO and the respe'cti've' c'a'sk ' tis ~ers', ' upon' receipt of the cask, will inspect the, cavity for, water...and..take appropriate action to ensure the cask cavity is g~ (no free water) prior to dry loading.
Therefore, we request that Condition 6 be modified or changed to include that the " cask cavity will be dry (no free water) when 5^
delivered to a carrier for transport when dry loaded utilizing f,8 appropriate preshipment inspection techniques and procedures".
