The purpose of this modification is to (1) add within scope work to the Statement of Work in accordance with the contractor's proposal dated 07/09/99 and the attached pages; (2) increase the ceiling by $15,042 from $223,712 to $238,754, all of which represents the reimbursable costs; (3) increase the obligated amount by $15,042 from $223,544 to $238,586; and (4) to extend the period of performance.

Task 3 1

The contractor shall revise the draft regulatory analysis for the proposed rule, dated August 5, 1998, and provide the NRC with three drafts and a final regulatory analysis for the final rule.

The regulatory analysis sha!! include a Paperwork Reduction Act Statement and a Regulatory Flexibility Act Statement. The document shall be prepared in accordance with the most recent guidance, i.e., " Regulatory Analysis Guidelines of the Nuclear Regulatory Commission," NUREG BR-0058, Revisior,2 4.0 DELIVERABLES AND SCHEDULES Task 3 i

The NRC shall provide the contractor with:

July 28,1999 (1) a paper copy of the proposed rule to ainend Part 35;-

(2) a paper copy of the draft regulatory analysis, dated August 5,1998, for the proposed rule to amend Part 35; (3) an ebetronic copy of the draft regulatory analysis; and (4) a paper and electronic copy of the draft final rule to amend Part 35.

The contractor shall provide the NRC with a paper and electronic August 26,1999 copy of a draft final regulatory analysis for the draft final rule to amend Part 35.

The NRC provides comments to the contractor on the draft final September 16,1999 regulatory analysis for the draft final rule to amend Part 35.
