Dear Mr. Strahm:
We have reviewed the pen-and-ink changes to the INPO NRC Memorandum of Agreement (MOA) of December 1996 enclosed in a letter dated July 10,1997 from Mr. Zack Pate.
We agree with the proposed pen-and-ink changes to the MOA. However, we would like to add a parenthetical phrase to include the Nuclear P; ant Reliability Data System (NPRDS) archive and two sentences that recognize the Equipment Performance and Information Exchange System (EPIX) as a central piece of the industry proposed reliability data system and the NRC's role in participating in the future development or modification of EPIX. In addition, it is our understanding that the EPIX contract will contain essentially the same agreements for EPIX as those for NPRDS in Attachment 11 to the NPRDS contract.
If you agree to these changes as shown on the enclosure, please modify the MOA accordingly and retum it to me for my signature. If there are questions or concems about the proposed changes, please call me directly at (301) 415-1700 or have your staff call Patrick Baranowsky at (301) 415-7493.

'Ihis Memorandum between the U.S. Nuclear Regulatory Commission (NRC) and i
i the Institute of Nuclear Power Operations (INPO) reflects lthe desire for a continuing and cooperative relationship in the exchange of' xperience, p
information, and data related to the safety of nuclear power plants.
E ne NRC has statutory responsibility for licensing and rehJating nuclear facilities and materials and for conducting research in support of the licensing and i
regulatory process, as mandated by the Atomic Energy Actrof 1954, as amended, i
the Energy Reorganization Act of 1974, as amended, and the Nuclear l
Nonproliferation Act of 1978; and in accordance with the National Environmental i
Policy Act of 1%9, as amended, and other applicable statdies. NRC's responsibilities include protecting public health and safety %nts in j
rotecting the environment, protecting and safeguarding materials and pla I
national security, and assuring conformity with antitmst lah. INPO is an i
organization sponsored by the nuclear utility industry whosie mission is to promote the highest levels of safety and reliability in the operation of nuclear electric generating plants. As such, NRC and INPO undertake complementary buT
