Waterford 3 SES Docket No. 50-382 License No. NPF-38 Withdrawal of Technical Specification Change Request NPF-38-161 Gentlemen:
i By letter dated December 9,1994, W3F1-94-0131, Waterford 3 submitted Technical Specification Change Request NPF-38-161. The proposed change would have modified the requirement to perform a Moderator Temperature Coefficient (MTC) test near the end of each cycle.
This request constituted a lead-plant submittal, submitted by Waterford 3 on behalf of the Combustion Engineering Owners Group (CEOG). CE Report CEN NPSD-911 entitled, " Analysis of Moderator Temperature Coefficients in Support of a Change in The Technical Specification End of Cycle Negative MTC Limit", dated May,1993, was enclosed for your review.
By Letter dated February 26,1997, the NRC requested that Waterford 3 provide
. additional information necessary to complete the review for this change. The NRC's request for additional information was forwarded to CEOG.
As of the date of this letter the additionalinformation has not been received from the CEOG. Waterford 3 is hereby withdrawing Technical Specification Change Request NPF-38-161. Waterford 3 will resubmit this change in its entirety following receipt of the CEOG information.
