SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NOS.177 AND181 TO FACILITY OPERATING LICENSE NOS. DPR 24 AND DPR 27 WISCONSIN ELECTRIC POWER COMPANY POINT BEACH NUCLEAR PLANT. UNIT NOS.1 AND 2 DOCKET NOS. 50-266 AND 50-301 1.0 INTRQDUCTION By letter dated April 14,1997, as supplemented on August 11,1997, the Wisconsin Electric Power Company (the licensee) requested amendments to the Technical Specifications (TS) appended to Facility Operating Licenses Nos. DPR-24 and DPR-27 for the Point Beach Nuclear Plant, Unit Nos.1 and 2. The proposed amendments would revise TS 15.6.2.1.c to change the title of the corporate officer responsible for nuclear operations from the 'Vice President-Nuclear Power," to the " Chief Nuclear Officer." The proposed change in position title is incorporated into applicable statements included in TS 15.6.5.1, " Manager's Supervisory Staff," TS 15.6.6, " Reportable Event Acticn," TS 15.6.7, " Actions To Be Taken if A Safety Limit is Exceeded," and TS 15.7.8, " Administrative Controls."
l The August 11,1997, letter provided a corrected TS page. This information was within the scope of the Federal Register notice and did not change the staff's initial proposed no significant hazards considerations determination.
2.0 EVALUATION The proposed changes reflect a revised organization structure for the licensee, Under the revised structure the overall responsibility for nuclear safety previously vested in the Vice-President - Nuclear Power, as stipulated in TS 15.6.2.1.c, was transferred to the Chief i
Nuclear Officer who shall be an officer of Wisconsin Electric Power Company (Company).
TS 15.6.2.1.c will require tut "the Chief Nuclear Officer shall be an officer of the Company and shall have corporate responsibility for overall plant nuclear safety and shall take any measures needed to ensure acceptable performance of the staff in operating, maintaining, and providing technical support to the plant to ensure nuclear safety."

. The proposed change to the title of Chief Nuclear Officer allows upgrading the position of the corporate officer responsible for overall nuclear operations without limiting the title. The change requiring that the position be filled by an officer of the Company ensures an appropriate level of responsibility and authority within the Company to maintain oversight of Point Beach Nuclear Plant. The proposed changes (1) ensure responsibility for the overall-i
- safe operation of Point Beach Nuclear Plant is maintained and (2) provide consistency throughout the TS.
Based on our review, the staff finds the proposed changes acceptable.
3.0 STATE CONSULTATION
- In accordance with the Commission's regulations, the Wisconsin State omcial was notified of the proposed issuance of the amendments. The State official had no comments.
4.0 ENVIRONMENTAL CONSIDERATION
i These amendments change recordkeeping, reporting, and administrative procedures or requirements. Accordingly, these amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the L

5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
