Docket No. 70 7001 Change in Corrective Action Commitment Associated with Event Report PAD-1996-0027 The purpose of this letter is to notify you of a change in the sche lule for completion of a regulatory commitment associated with the above noted Event Report.

Commitment Event Report PAD-1996-0027, Corrective Action 003, committed to " Complete installation of Normetex pump UF6 detection system modifications to eliminate the 24 VDC power supply single point failures (as designed for ESO submitted in Action Step 001 and provided to Operations by Action Step 002)." This corrective action was required to be complete by May 23,1997.

This commitment was also included in USEC letter to NRC, GDP 97-039, dated March 17, 1997," Compliance Plan issue Cl/X1, List of Open United States Enrichment Corporation (USEC)

Commitments to the Department of Energy (DOE), Supplement 1."

' May 21,1997 GDP 97-0082 Page 2 Justification for Commitment Chances The modification to the Process Gas Leak Detection (PGLD) system includes minor rewiring, addition of a diode on each signal conditioner, and Programmable Logic Controller (PLC) software changes. The modification requires the channel being modified to be removed from service. With the current design of the PGLD trip and isolation circuit, the TSR's on the system (TSR 2.3.4.3) and the existing TSR operability requirements, removing the channel from service to perform the modification will require shut down of both Normetex pumps and eliminates all product withdrawal from the Cascade. This, in tum, forces the Cascade intn recycle, which places the plant in a rarely used configuration with complex control challenges. As such, USEC is currently evaluating the options available to complete this modification. The change in commitment date to March 2,1998 provides sufficient time to evabiate the options for installation of the modification and to obtain any additional regulatory approvals, if required.
