Dear Mr. Chappell:
This lettor is in response to your letter of March 19, 1997, on our request to upgrade the UC-609 package from a B( ) to a B(U). 'Your letter contains two questions as follows:
.1.
Does the Department of Energy (DOE) desire to upgrade to a B(V)-85?j 2.
The SARP contains too many drawings and the drawings show many things i
not related to safety and compliance.
With regard to the first question, we would like to upgrade the Certificate of.
Compliance to B(U) rather than B(U)-85.
Because the SARP does not address the dynamic crush test, it does not demonstrate compliance to the regulations that',
became effective April 1, 1996. We understand that without the B(U)-85 designation, the Com)etent Authority of a foreign country may not-validate the

0C-609 package for slipments across its borders. However. the UC-609' package has never been used for foreign shipments and we are aware of no plans for such shipments.

4 In response to the second question, we submit'the' list of drawings in Table l' (enclosed).
We request that the NRC consider only these drawings rather than all the drawings contained in the SARP. We would prefer not to remove the balance of the. drawings from the SARP because the DOE program uses the SARP as

a package record document as well as a demonstration of; compliance with the regulations.
