TRANSFER OF REVIEW RESPONSIBILITIES FOR THE COMANCHE PEAK l
PROJECT i
Your memorandum of February 14, 1986 requested the continuing assistance of j
Jose Calvo in the review of Comanche Peak Project. We have made available to the Comanche Peak Project the services of Evangelos Marinos to assure that the continuity of ongoing activities managed by Jose Calvo is maintained. Moreover, i
the assistance of the staff and consultants that were assigned'to the Comanche Peak Task Force (CPTF) under Mr. Calvo's direction are available to assist the technical support staff of your division in coming up-to-date with the review of the Comanche Peak Prs 9ct.
We understand that the final SER on the Comanche Peak Response Team (CPRT) 1 Program Plans for the design and construction reviews is in the final stages of completion, and will be issued before the end of February 1986. The completion j
of this milestone will conclude the participation of my staff (principally Mr.
j Calvo and Mr. Marinos) in the lead role position for the review of the Comanche l
Peak Project. Any future technical activities are such that they can be covered l
by the technical support staff of your division. However, we will continue to participate with the staff of your line organization to assure that a smooth i
transfer of responsibilities can take place. Furthermore, the CPTF consultants, i
under contract to the Comanche Peak Project, are well-versed in all aspects of j
the review and should be utilized to support the staff of your line organi-zation.
1 As you are aware, we have comitted to make Jose Calvo available should an urgent issue arise on the Comanche Peak Project. requiring his direct, personal l
attention. However, we do not believe that your request for assistance to participate in EDO, Region IV and Applicant monthly meetings and monthly site i
visits can be considered urgent. The Comanche Peak Project management and j
l technical staff of your division are in a better position to support these j
activities since they will be responsible for the plant activities after l
licensing.
With regard to your request for assistance in a site audit on February 19, 1986, Jose Calvo and his staff did participate with the technical i
staff of your division in that activity. Any follow-up of this activity should be accomplished by the line organization. Your request for assistance to finalize the preparation of the Program Plan SER is currently being implemented by the CPTF staff under the direction of Evangelos Marinos.

. ** h : 5 1996 Your final request was to assist in the preparation of hearing testimony. Mr.
Jose Calvo and the previous Comanche Peak staff working in our division will support you in this effort, as related only to those aspects of the testimony for which they have been directly, technically responsible.
It should be noted that another member of Jose Calvo's Comanche Peak staff is currently assigned to the BWR Licensirg Division and you need to request the assistance from that division.
We will be available to discuss this subject further at your convenience.
