SUBJECT:
MILLSTONE NUCLEAR POWER STATION, UNIT 3 - TAC M96940 TAC M96940 was opened to document the time associated with the review of an issue. raised during a special inspection at Millstone during the periods of March 11-29 and May 13-22, 1996.
During the inspection the team examined the results of a third party evaluation entitled " Station Blackout Assessment,"
Report 24-00116 Revision 0, dated October 1994. The team concluded that the issues raised in the assessment which included concerns regarding the adequacy of calculations involving station blackout loadinglectricalvoltage drop, and battery sizing, were potentially saftsy significant. The E Engineering Branch was asked to review the issues and make recommendations concerning the proposed enforcement action. The Electrical Engineering Branch reviewed the issue and gave its recommendations to the team in November 1996.
This issue was then subsequently included in a pending enforcement action as a violation of 10 CFR Part 50, Appendix B, Criterion XVI.
Since no further Electrical Engineering Branch assistance is needed in the review of this issue. TAC M96940 can be closed.
