Gentlemen:
In Reference 1, Dairylan;l Power Cooperative (DPC), at NRC's request, committed to submit a request for a surveillance Technical Specification
. applicable to ASEA-ATOM control rods in the LACBWR. This commitment was icknowledged by the NRC in Reference 2.
In subsequent discussions with the NRC F
stiff, it was decided that it would not be appropriate to include this surveillance requirement in the LACBWR Technical Specifications (T.S.) since this
- ).ind of a specification was not included in Standard T.S. and since other A; })icensees were not required to make similar commitments in their T.S.
InlieuoftheorigInalcommitmenttorequestasurveillanceT.S.,Dairyland Power Cooperative hereby makes the following commitment for surveillance of the new ASEA-ATOM (AA) design control rods used in the LACBWR.
(a) The two leading LACBWR AA control rods will be visually inspected, using underwater T.V. or other appropriate methods, during the first refueling outage after they reach"65% of nuclear design life.
(b) During subsequent refueling outages, one of these control rods or another LACBWR AA control rods with equal or greater exposure will be visually inspected.
Ic) All AA control rods which are discharged from the LACBWR will be

(d) Inspection results of safety significance will be reported to the NRC and NRC approval of any plan.S for' continued operation with defective AA control rods will be obtained.
I' (e) This inspection progran for LACBWR AA control rods is contingent on the results of inspections of similarly designed AA control rods in other reactors which lead the LACBWR rods in exposure history.
Dairyland Power Cooperative understands that this letter fulfills the commitment made in Reference 1 for a surveillance program for the LACBWR AA control rods.
