draft paragraph to address my previous comment regarding the relationship between regulatory commitments and voluntary industry initiatives, something like the following paragraph:

In some cases, licensees may choose to allow an owners group, NEl, or other organizations to work on their behalf to resolve issues with the NRC staff. Licensees should ensure that staiements made by such organizations that are represented as commitments by the participating licensees are appropriate and are managed in accordance with the licensee's commitment management program. Alternatively, individual licensees may commit to implement programs agreed to by NRC staff and industry organizations. In these cases, a licensee should identify any initial deviations from the generic programs when it makes the commitment and should evaluate and report to the NRC staff subsequent departures from the generic programs in accordance with its commitment management programs.
