Dear Mr. Taylor:

This refers to the meetings conducted at the NRC Region ll Office in Atlanta, Georgia on August 18,1997. The first meeting's purpose was to discuss your corrective action program and repetitive violations. The second meeting discussed your upcoming Fall Refueling Outage. It is our opinion that these meetings were bentsficial in that it provided us with a better understanding of your corrective actions for repetitive storage problems, corrective actions program, and upcoming refueling outage activities. In accordance with Section 2.790 of the NRC's " Rules of ' 'aciles," Part 2, Title 10 Code of Federal Regulations, a copy of this letter and its enclosui.4 will be placed in the NRC Public Document Room. Note: this location is not as requested on the SA,P form, the requested location was/is to congested with non structural essential equipment. - _ ACTIONL_ All equipment. in this area should be secured to the building structure to preventtheseitems from moving around during a seismic event. This can be accomplished by the l'nstallation of one or two pad eyes in accordance with drawing E-520-030. The pad eye (s) should be attached to the wa!! F.2, outside of th.e knock out wall area. A cable should be connected to this pad eye (s) enclosing and securing this equipment within this area. EVALUATION: This area does contain a significant amount of essential equipment that could be damaged by the Charcoal Change Out Cart moving around during a seismic event. Securing this equipment as noted in this REE will eliminate this concern. No other JAM concems exist with this location.
