STAFF REQUIREMENTS - SECY-99-170 -

SUMMARY

OF DECOMMISSIONING FUND STATUS REPORTS The Commission has approved the staff's recommendation to develop a rulemaking plan for decommissioning trust provisions as described in SECY-99-170. The Commission commends the staff for their thorough, time!y, and disciplined review of the Three Mile island Unit 1 and Pilgrim nuclear power station license fransfers.' in preparing the rulemaking plan, the staff should strive to develop a regulatory structure and accompanying language that will enhance the regulatory predictability and stability of license transfers.
