Box 1295 Birmingham, AL 35201 SUBJECT: NRC TEAM INSPECTION REPORT 50-424/97 08 AND 50 425/97-08, AND HOTICE OF DEVIATION Dear Mr. McCoy: On June 27. 1997, the NRC completed a one week inspection at your Vogtle facility. . The enclosed report presents the results of that inspection. During this inspection, your conduct of activities at the Vogtle facility was generally characterized by proactive problem identification. good corrective actions and thorough self-assessments and audits. , However, a deviation was identified regarding the implementation of Safety Review Board (SRB) review and reporting commitments contained in your Updated Final Safety Analysis Report. We are concerned that certain significant events have occurred at the plant which were not reviewed by the SRB. The deviation is cited in the enclosed Notice of Deviation (Notice), and the circumstances surrounding the deviation is described in detail in the enclosed report. Please note that you are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice." a copy of this letter, its enclosures, and any reply will be placed in the NRC Public Document Room. Sincerely.
