f' (3) The licensee could compromise a future investigation / inspection because of knowledge gained from the release of information, especially if wrongdoing is involved.

(4) There is a perceived risk that the release of information could bring harm to the alleger.

(5) The allegation is made against the licenses, mar.agement or those parties who would normally receive and address the allegation.

(6) The licensee, applicant or vendor has displayed an inability to "self investigate" the. type of information provided.

(7) The alleger has voiced persuasive objections over the release of the allegation to the licensee.

(8) The allegation is based on intelligence from another governmental agency, which does not approve of the information being released in a referral.

(9) The allegation does not warrant follow-up and/or the allegation is frivolous in nature.
