TELEPHONE COMMUNICATION WITH A REPORTER FROM A RICHMOND, VIRGINIA TV STATION AND A STAFF MEMBER FROM_3E2fA CONCERNING AE0D/E416. " EROSION IN NUCLEAR POWEP PLANTS" I received telephone inquiries concerning the report AE0D/E416, Erosion in Nuclear Power Plants," from Mark Tony and Tom Shaub'on Monday, February 2, 1987. Mr. Tony is a reporter with TV station WXEX in Richmond, Virginia.

Mr. Shaub is a staff member at VEPCO. The subject matter of each conversation is provided below.

Mark Tony The basis for the inquiry from Mr. Tony was a letter from Congressman Edward Markey to the NRC Chairman that specifically referred to the AE0D report E416. Since the Office of Public Affairs had previously indicated it was acceptable to discuss the report, I indicated to Mr. Tony that I could discuss the report, but that I had no knowledge of the content of Mr. Markey's letter. I also suggested he contact the Commission for further clarification. Mr. Tony read a portion of the letter, and the thrust of his inquiry essentially addressed why NRC had some licensee requirements for steam systems but not for water systems when the AE0D report specifically mentioned steam and water systems.

I indicated that I could not comment on that issue, but offered to discuss the types of AEOD reports, distribution of such reports, and responsibility for any action in response to the reports. Thus, we discussed the three levels of AE0D reports (Case Studies, Engineering Evaluations, and Technical Reviews);

how they may contain recommendations, suggestions, or request an information notice; and that any NRC action on such reports was solely determined by the 04 i 87021gg48 PDR PDR .c

It was mentioned that these reports are distributed internally to NRC, externally to industry organizations, and possibly to a licensee if the study was based on a single event at a specific plant. Since the erosion report was generic, I indicated that the erosion report was probably not specifically sent to VEPCO.

There was no discussion of how this information was to be used by Mr. Tony.

The conversation terminated at this point.

Tom Shaub Mr. Shaub identified himself as an employee at VEPC0 and wished to discuss distribution of the AE00 report E416. He specifically inquired whether the report was sent directly to VEPCO. My response was that I did not believe there was a separate copy sent to them because the subject of E416 was considered generic in nature and the evaluation was not restricted to a single event at a VEPC0 operating plant. However, I mentioned there were several possible sources that could have brought the report to their attention. This would include the Public Document Room, INPO, EPRI, and Power Reactor Events (NUREG/BR-0051). I indicated that Power Reactor Events (PRE) is a bi-monthly NRC publication that contains abstracts of AE0D reports. Further, I indicated that AE0D/E416 was discussed in PRE, Vol. 6, No. 3, November 1984.
