The Commission was briefed by the licensee, the contractors for the independent corrective action verification program (ICAVP),

l the independent contractor performing third party oversight of I

the employee concerns program, and the NRC staff on the progress in assessing readiness for restart of the nuclear power reactors at the Millstone site.

The Commission noted that more specific information was required on the corrective action program relating to goals and metrica.

Similarlv. the criteria and measures of progress are an important aspect or the nuclear oversight program, and should be more fully discussed at a subsequent Commission meeting.

Improvement in the review and disposition of safety issues raised by employees is an important aspect of licensee performance that the Commission will follow closely.

The staff should evaluate the deficiencies identified in the licensee's implementation of the Employee Concerns Program and Corrective Action Program, and measure progress in correcting the deficiencies.

The staff was advised to coordinate schedules more closely with the licensee.

The staff was also requested to assess the effectiveness of the process being used to monitor licensee I g performance (and suggest improvements as necessary), along with I

assessing the licensee's readiness for restart.
