W FROM:

John T. Larkins, Executive Director Advisory Committee on Reactor Safeguards Advisory Committee on Nuclear Waste

SUBJECT:

SELF ASSESSMENT OF ACRS AND ACNW PERFORMANCE PURPOSE Th3 purpose of this paper is to provide to the Commission the results of the ACRS and ACNW s21f assessment for Calendar Year 1998 and to request Commission approval to replace the periodic assessment reports with ACRS and ACNW Operating Plans.

BACKGROUND In response to a draft circular from the Office'of Management and Budget dated August 3,1994, the ACRS and ACNW each' reviewed its planned activities and developed performance

- measures and assessment standards. These were pro /: dad to the Commission in a February 14,1995 memorandum. Subsequently, as part of the agency's strategic assessment, an issue paper was developed on independent oversight [COMSECY-96-028, Strategic Assessment issu3 Paper: Independent Oversight (DSI-19)). In a Staff Requirements MemFandum (SRM) of August 21,1996, associated with COMSECY-96-028, the Commission requestad each Committee "to produce a set of criteria, for Commission consideration, under which the performance of the Committee would be evaluated in the future. The Committee should then periodically review itself against these criteria and provide the results of this evaluation to the Commission."

u The Executive Director of the ACRS/ACNW Office responded to this Commission request in a mrmorandum dated December 23,1996. Subsequently, the Commission announced the l

development of an agency-wide Strategic Plan that included a requirement for each NRC office L

to przpare an Operating Plan. Because the requirements of the Operating Plan overlapped those of the August 21,1996 SRM, the Executive Director of the ACRS/ACNW Office and'

,j members of his staff met with representatives of each Commissioner's Office to discuss performance criteria that would meet both the requirements of the SRM and the Strategic Plan fI l:

initiative. It was agreed that the ACRS and the ACNW would each prepare an Operating Plan i

that would include self-assessment criteria and other suggestions contained in the SRM. If the

'ggp C:mmission approves, the ACRS and ACNW Operating Plans will henceforth replace the periodic assessment reports requested in the August 21,1996 SRM.

e COMMISSIONER MERRIFIELD'S COMMENTS ON COMSECY-99-018 I approve the request by the ACRS and ACNW to discontinue sending periodic self assessment reports to the Commission. My approvalis based in the incorporation of self assessment activities into the ACRS and ACNW operating plans.

Self assessment activities are an important toolin achieving improved levels of performance for any organization, including ACRS and ACNW. As such, they should be performed critically, with an emphasis on identifying meaningful opportunities for improvement. In addition, the self assessment process should ensure that (1) identified areas for improvement are followed up diligently, and (2) areas of improvement which show no improvement from one period to the

, next are singled out for ACRS/ACNW management attention.
