SUBJECT:

SELF ASSESSMENT OF ACRS AND ACNW PERFORMANCE PURPOSE

' The purpose of this paperis to provide to the Commission the re'sults of the ACRS and ACNW self assessment for Calendar Year 1998 and to request Commission approval to replace the periodic assessment reports with ACRS and ACNW Operating Plans.

BACKGROUND in response to a draft circular from the Officeiof Management and Budget dated August 3,1994, the ACRS and ACNW each reviewed its planned activities and developed performance

measures and assessment standards. These were provided io the Commission in a February 14,1995 memorandum. Subsequently, as part of the agency's strategic assessment, an issue paper was developed on independent oversight [COMSECY-96-028, Strategic Assessment issue Paper: Independent Oversight (DSI-19)). In a Staff Requirements Memorandum (SRM) of August 21,1996, associated with COMSECY-96-028, the Commission requested each Committee "to produce a set of criteria, for Commission consideration, under which the s

performance of the Committee would be evaluated in the future. The Committee should then periodically review itself against these criteria and provide the results of this evaluation to the Commission."

The Executive Director of the ACRS/ACNW Office responded to this Commission request in a memorandum dated December 23,1996. Subsequently, the Commission announced the development of an agency-wide Strategic Plan that included a requirement for each NRC office b prepare an Operating Plan. Because the requirements of the Operating Plan overlapped J

those of the August 21,1996 SRM, the Executive Director of the ACRS/ACNW Office and' members of his staff met with representatives of each Commissioner's Office to discuss lf performance criteria that would meet both the requirements of the SRM and the Strategic Plan I

initia6ve. It was agreed that the ACRS and the ACNW would each prepare an Operating Plan e

that would include self-assessment criteria and other suggestional:ontainad_in.the_SRM. If the Y

Commission approves, the ACRS and ACNWOperating Plans will henceforth replace the periodic assessment reports requested in the August 21,1996 SRM.

COMMISSIONER MCGAFFIGAN'S COMMENTS ON COMSECY-99-018 -

"SELF ASSESSMENT OF ACRS AND ACNW PERFORMANCE" I concur in Commissioner Diaz's comments. I find the information in the summary matrices of the self-assessments to be valuable. Rarely do operating plans look back to assess effectiveness of previous actions. They are instead focused on plans for the coming year.

Thus, as Commissioner Diaz points out, the self-assessment reports and operating plans are complementary. I believe the Commission (and the Advisory Ccmmittees) need both, although they can be combined into a single report.
