The purpose o.f tNs paper is to provide to the Commission the results of the ACRS and ACNW sair asenesment for Calender Year 1998 and to request Commismon approval to replace the periodic assessment reports with ACR8 and ACNW Operating Plane.

I COMMISSIONER DIAZ'S COMMENTS ON COMSECY-99-018 - SELF ASSESSMENT OF ACRS AND ACNW PERFORMANCE I approve in part, and disapprove in part, the staff's recommendation to replace the periodic ACRS and ACNW self assessment reports with the committees' operating plans. Within the context of creating greater efficiencies by eliminating unneeded duplication of effort, I approve combining the two reports. However, to the extent that this action would result in eliminating information currently provided to the Commission, I disapprove the ACRS/ACNW proposal.
The self assessment and the operating plan are largely complementary, and I find the self assessment, especially the letter report matrix, to be a particularly valuable tool to evaluate the committees' effectiveness. Therefore, to increase the ACRS/ACNW efficiency of performance reporting to the Commission while maintaining the breadth and depth of that reporting, the self assessment and operating plan shou!d be combined into one annual report to the Commission.
