At approximately 9 A.M. eastern standard time on July 16, 2020, NRC staff discussed with NSPM their June 10, 2020 response (ML20162A445) to additional information request 8.3 which was issued on April 13, 2020 (ML20077K624). Staff pointed out that the license conditions in SNM-2506 seemed to imply that aging management would be implemented immediately for structures, systems and components (SSCs) associated with Amendment 11, but that the information request response indicated NSPM would implement aging management for Amendment 11 SSCs after twenty years of service. After some discussion, the call ended and NRC staff committed to obtaining an interpretation of the license conditions from the Office of the General Counsel. The call ended at approximately 9:30 A.M. eastern standard time.

At approximately 3 P.M. eastern standard time on July 22, 2020, NRC staff communicated to NSPM that the Office of the General Counsel confirmed NRC staff's interpretation of the license conditions in SNM-2506 (i.e., aging management applied to Amendment 11 SSCs). Therefore, NRC staff explained that, if NSPM did not want to apply aging management to Amendment 11 SSCs immediately after they entered service, the existing license conditions needed to be modified. NRC staff stated that, if NSPM wanted to revise the existing SNM-2506 license conditions, they preferred NSPM propose the SNM-2506 license condition modifications. Since NSPM preferred to apply aging management to Amendment 11 SSCs after twenty years of service, NSPM agreed to provide proposed license condition modifications for NRC staff review. After some discussion about ways to define which SSCs were subject to aging management, NSPM asked if NRC staff could provide some example license condition language for this situation. NRC staff agreed to provide some example language The call ended at approximately 3:30 P.M. eastern standard time.
