Request for Approval of the Certified Fuel Handler Training and Retraining Program Gentlemen:
Maine Yankee (MY) has decided to cease power operation of the MY Nuclear Power plant. The purpose of this letter is to request Nuclear Regulatory Commission approval ofMY's Certified Fuel Handler Training and Retraining Programs, MY has submitted (reference l') a certification of permanent cessation of operations and certification of permanent removal of fuel under separate cover. Plant operating activities which require Licensed aid Senior Licensed Operators will no longer be conducted.
In addition, a separate submittal (reference c) requests an amendment to the MY Technical Specifications. In part, the request amends the MY Technical Specifications to replace the terms
' Licensed Operator, Reactor Operator, or Senior Reactor Operator with the term Certified Fuel Handler. MY is also submittmg under separate cover, a request for exemption from certain requirements of 10CFR50.54 (reference d).
