UPDATE TO STAFF RESPONSE TO TASKING MEMORANDUM AND

. STAKEHOLDER CONCERNS Attached for your information is the staff's June update to the plan of short- and long-term actions to respond to selected issues raised during the July 30,1998, hearing before the Senate Subcommittee on Clean Air and Wetlands, Private Property, and Nuclear Safety and the July 17,1998, Commission meeting with stakeholders.

Additions and changes to the May 1999, update are marked in redline and strike out. Minor editorial changes have not been highlighted. Explanations for changes are provided in the associated remarks.

i Since the May update, the following significant milestones have been completed:

1. Completed integration of risk attributes into the revised licensee I performance assessment process
11. Commenced pilot implementation of the new baseline inspection program,in support of the revised licensee performance assessment process Ill. Conducted a public workshop (May 17-20,1999) to discuss the implementation of the new baseline inspection program IV. Completed an ACRS full committee meeting on the Calvert Cliffs license renewal SER V. Issued the Oconee licenss renewal draft environmental statement VI. Submitted a Commission paper (SECY-99-130) proposing final rulemaking revising 10 CFR 50.59 Vil. Issued improved Standard Technical Sp3cifications Amendments to Diablo Canyon and Callaway Vill. Submitted a Commission paper (SECY-99-143) outlining staff activities to improve the agency's generic communication programs IX. Issued the proposed rule on the final design approval and design certification for the AP600 X. Issued the draft SER and certificate of compliance for the TN-68 dual purpose cask system XI. Issued two amendments to the Maine Yankee operating license that modified liquid and gaseous release limits and updated license condition to reflect decommissioning status ,
