Self-Shielded Irradiator p_ESCRIPTION:

i This device is designed to irradiate Panasonic thermoluminescent,

~ dosimeters (TLDs). An operator can load a maximum of 50 TLDs in a magazine and a maximum of 10 magazines can be loaded into the device. The magazines are stacked on an elevatot.that - is in a separate chamber from the location of the cesium-137 source. A preset irradiation time is then entered into the device. The device automatically moves one TLD at a time near the cesium-137 source for irradiation. Guide tubes are large enough to prevent the operator from getting any part of the body, including fingers, near the source. When all of the TLDs have been 4

' irradiated, the operator removes the magazines from the elevator.

The device is a cabinet.that is approximatbly 49.2 inches wide, 35.4-inches tall, and 19.7 inches deep (125 cm x 35.4 cm x 50 cm). The cabinet is on casters but is too heavy tofbe considered portable. It is intended to be used at a fixed location, k

The cabinet is divided into two chambers. One chamber contains the elevator that can hold a maximum of 10 magazines, and the other contains the cesium-137 source. A bulkhead separates the two chambers. A hole in the bulkhead is slightly larger than the 4

cross-sectional dimensions of a magazine, about 3.8 inches by 1.2 E

inches (7 cm x 3 cm).

This permits the movement of one magazine at'a time from the elevator chamber to the irradiation chamber.

Access doors to the two chzubers are keyed separately. An operator must open and close the access door to the elevator chamber each time TLDs are loaded and unloaded, but there is no reason for the operator to unlock the door to the irradiation-chamber during routine use.

The cesium-137 source is in a lead shield, which is a circular cylinder that is 6.3 inches (16 cm) in diameter and 7.9 inches (20 cm) high. Refer to Attachment 1.

4 The source housing does not move during use. Instead, three stepping motors are used; one motor moves the elevator up and down, one motor moves a magazine in and out of the irradiation 1

chamber, and one motor moves a TLD in and out of the magazine for irradiation. See Attachment 2.

DESCRIPTION (Cont.):

The Panasonic Industrial Company no longer sells, possesses, or l-markets this device.

Performance Data Company, in Florida is currently distributing and providing services (with the exception of sealed sources, handled by the customer through Amersham).

LABELING:

A label is on the outside of the cabinet that contains the name of the manufacturer, model number, serial number, the activity of the cesium-137, the standard radiation symbol, and the words

" CAUTION-RADIOACTIVE MATERIAL."

CONDITIONS OF NORMAL USE:

The purpose of this device is to irradiate Panasonic TLD< with gamma rays from cesium-137. Since the device will only accommodate special magazines that contain Panasonic TLDs,'it is not possible to use the device to irradiate other brands of TLDs, or to irradiate anything other than Panasonic TLDs without alterations.

PROTOTYPE TESTING:

In lieu of prototype testing-data, the distributor provided historical use information for "

lel WE 2001 Series self-shielded irradiators that had been in ur-n Europe and 9 units used in the United States in nuclear pom ; plants and on a custom basis since 1987 with no reported-incidents of failure. The-Amersham Model'CDC.711M sealed source has been tested in accordance with ISO / DIN 2919 standards (international equivalent of ANSI-N542-1977) and achieved the classification of C64444.

DEVICE TYPE:

Self-Shielded Irradiator EXTERNAL RADIATION LEVELS:

Panasonic Industrial Co. reports the measured external radiation levels for a 2 curie (74 GBq) cesium-137 source to be 0.1 mr/hr (1 pSv/hr) at the outside of the cabinet, 0.2 mr/hr (2 pSv/hr) at the mouth of the magazine tunnel and 0.4 mr/hr (4 pSv/hr) at the outside of the lead shield.

OUALITY ASSURANCE AND CONTROL:

Williston Elin submitted an accepeable quality control program that consisted of procedures to check individual components, and assembly of the device, rurther, a functional test was performed on the device prior to shipment.

LIMITATIONS AND/OR OTHER CONSIDERATTONS OF USE:

The device shall be used only by specific licensees of the NRC or an Agreement State.

The device shall be leak tested at intervals not to exceed 6 months using, techniques capable of detecting 0.005 microcurie (185 Bq) of removable contamination.

Handling, storage, use, transfer, and disposal: To be determined by the' licensing authority.

This registration sheet and the information contained within the references shall not be changed without the written consentiof the NRC.

SAFETY ANALYSIS

SUMMARY

Based on a review of the information and test cited, below, the historical use of the device in Europe and in the United States in nuclear power plants and on a custom basis since 1987, we continue to conclude that the Model WE2001 Series device is acceptable for licensing purposes. Furthermore, we continue to conclude that the Model WE2001 Series would be expected to maintain its integrity for normal and accidental conditions of une that might occur during uses specified in this certificate.
