E Chairman Dicus' Comments on SECY-99-162 l approve the paper, and have the following comments.
I fully support Commissioner Merrifield's concems regarding avoiding unnecessarily raising stakeholder concems on Y2K readiness. It is not enough for the NRC to simply know the status of Y2K readiness. The reasons for why Y2K deficiencies will not be remediated must be clearly explained to stakeholders, and the NRC must articulate its plans for dealing with plants that are i
not Y2K ready after September 30.
As part of the monthly reports to the Commission on the status of facility readiness for Y2K, the staff should include a su'mmary status of the numbers of plants in Categories A, B, and C as described in Section 4.3 of the policy, as well as the licensee's and the staff's intended actions for each facility that will not be Y2K ready by September 30.
The staff should consider additional efforts to increase public confidence in Y2K readiness of the nation's power plants, such as including the above information on the NRC's web site, and press releases describing the readiness of plants as appropriate.
