SUMMARY

OF THE JULY 22, 1997 MANAGEMENT MEETING WITH NUCLEAR INSTITUTE AND INDUSTRY TO DISCUSS THE NEW REGULATORY APPROACH FOR SG TUBE INTEGRITY On July 22, 1997, the NRC staff met with representatives of Nuclear Energy Institute discuss man (NEI), Electric Power Research Institute (EPRI), and industry to agement issues regarding the development of a new regulatory approach for ensuring steam generator (SG) tube integrity. Meeting attendees are identified in Attachment 1.

During the management meeting the following key comments were made:

1. Industry (i.e., representatives from the SG Management Program herein referred to as " industry") stated its conclusion that the staff's approach of revising technical specifications (TS), )articularly if significant detail is to be incorporated into tne TS, is not tae best approach for resolving difficulties associated with the current regulatory framework.

The industry believes that such an approach would result in too much prescription and W m' detail within the TS. The result, in the industry's view, would be a lack of flexibility and other associated problems which inhibit the implementation of continuously improving NDE techniques and degradation management strategies.

The industry outlined a plan involving efforts to complete the development of industry topicals (or in some cases update already existing topicals) addressing SG tube integrity issues (ex., 3rimary-to-secondary leakage monitoring topical, operational assessment of tu)e degradation topical, condition monitoring topical, revision 5 to the inservice 2',

inspection (ISI) guidelines, chemistry guidelines) to support the upcoming fall refueling outages. The industry plans to gain experience utilizing the new guidance during the fall outages and then bring the entire SG tube integrity approach for implementation of the industry SG guidance to a vote by l

the chief nuclear officers in early November 1997, if 80% of the chief nuclear officers (pressurized water reactor licensees) vote to implement the industry guidance, then the a)proach becomes binding for all PWR licensees.

The industry indicated that t1ey are pursuing this approach regardless of the staff's plans to issue a )roposed generic letter addressing SG tube integrity.

Industry also indicated t1at INP0 would be utilized to inspect the implementation of the guidance.

The staff discussed its basis for going forth with a generic letter to address the problems with the current regulatory framework and emphasized the need to revise the minimum requirements within the TS ratNr than rely on industry voluntary actions to ensure tube integrity.

This will clarify the staff's position regarding what licensees need to do to ensure SG tube integrity and also enhances the enforceability of the issue.

The industry discussed their conclusion that the revised regulatory approach for addressing SG tube integrity could be implemented utilizing the maintenance rule as the governing regulation and the industry topicals (currently under development) as the implementing guidance.

The next periodic meeting to discuss the revised regulatory approach for SG tube integrity was not established.

It was noted that it would be preferable to hold the next meeting after the industry has the opportunity to review the proposed generic letter or revised draft regulatory guide should the staff elect to make these documents publicly available in ths near future.
