Gentlemen:
Georgia Power Company, in keeping with our corporate goals to continually improve the operation and safety of Plant Hatch, is formulating a program to develop new Technical Specifications for the pl ant.
These new Technical Specifications would contain the following features:
1.
The new reduced-scope standardized Technical Specifications resulting from the ongoing AIF/NRC efforts would be adopted for both Hatch Units.
2
. Applicable portions of the BWROG RPS/ECCS instrumentation surveillance improvements would be incorporated.
3.
The results of the General Electric Appendix K
- model, SAFER /GESTR, would be incorporated.
4 The results of selected equipment-out-of-service (E00S) analyses and equipment performance analyses would be incorporated.

Muller, Project Director BWR Project Directorate No. 2 April 22, 1986 Page Two As expressed in Georgia Power Company's letter, dated December 12, 1985, to NRR Director, Mr. Harold Denton, we fully endorse the AIF/NRC Technical Specifications improvement efforts and feel that this program will provide significant improvements to plant operations, safety, and availability.
Converting the Technical Specifications to a single format will also eliminate potential confusions due to the fact that the Unit 1 Technical Specifications are presented in a custom format; while the Unit 2 Technical Specifications are presented in a standard format.
- Further, long-term GPC and NRR resource requirements should be reduced due to a
' decreased need for future Technical Specifications amendments.
We would appreciate the opportunity to discuss this program with you and members of the staff at your earliest convenience.
Additionally, we request that Mr.
E.
J.
Butcher of the NRC Technical Specifications Coordination Branch (TSCB) be invited to attend.
The TSCB has exaressed interest in a reduced-scope Technical Specifications submittal, using the AIF criteria, on the Hatch Dockets.
We support this concept and wish to discuss this matter, a.; well as the other improvements identified above, with your staff and the TSCB staff.
