OPERATOR LICENSING EXAMINATION REPORT 50 282/97306(OLh

Dear Mr. Wadley:
On June 19,1997, the NRC completed initial operator licensing examinations at your
Prairio Island Nuclear Plant, Units 1 and 2. The license applicants' performance
evaluations were finalized on July 11,1997. The enclosed report presents the results of
that examination.
Operational examinations were administered to four license applicants at the Senior
Reactor Operator (SRO) level. Alllicense applicants passed their respective examinations.
Two applicants were issued Reactor Operator (RO) licenses based upon their inability to
nicet the eligibility requirements to be licensed as an SRO and the other two applicants
were issued SRO licenses to operate your Prairie Island f acility.
The license applicants performed wellin the simulator, addressing normal and abnormal
situations in a competent manner. However, communication between operators in the
simulator did not include proper confirmation of ordera given or information received.
Although this lack of complete communication did not impact the performance of the
operators during the simulator scenarios, their performence was not consistent with your
current operational directives.
The dypamic simulator examinations and the administrative section of the examination
submitted by your staff were at the appropriate difficulty level and required little
modification by the NRC. The job performance measures were of an appropriate difficulty
level but did require some clarification. The written examination required significant
modification to bring the examination to an acceptable level. All administered
examinations were of an appropriate quality,
in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter
and the enclosures to this letter will be placed in the NRC Public Document Room.
