SUMMARY
OF THE MAY 20,1999 NRC/lNPO FOLLOW-UP MEETING ON TRAINING-RELATED ISSUES On May 20,1999, a follow-up to ".he periodic NRC/Instittle of Nuclear Power Operations (INPO) coordination meeting on training-related issues was held at NRC Headquarters,11555 Rockville Pike, Rockville, MD. Such meetings are conducted in accordance with the NRC/INPO Memorandum of Understanding dated December 24,1996. The purpose of this follow-up meeting was to discuss items of mutual interest concerning the National Academy for Nuclear Training's licensed operator accredited training programs. Participants included representatives of the NRC's Division of Reactor Controls and Human Factors and INPO's Accreditation Division. The list of meeting attendees is provided as Attachment 1. The meeting agenda is provided as Attachment 2. A summary of the discussions related to each agenda topic covered during the meeting follows.
Openina Remarks and Introductions introductions of the NRC/INPO personnel present were conducted. Both NRC and INPO stressed the importance of the meetings and the need to maintain open communications.
The Denton Letter The discussion revolved around how NRC inspectors, examiners, and managers interpret and enforce the continuing truing requirements of 10 CFR 55.59 for individual licensed operators.
10 CFR 55.59 (c)(3) incorporates the manipulations detailed in the Denton letter of March 1980.
10 CFR 55.59 (c) allows training programs developed using a systems approach to training (SAT) to be used in lieu of the program required by 55.59 (c)(2)(3)(4). INPO reported that some NRC inspectors checked individual training records against the Denton letter, then any manipulations from the letter not included in the accredited training program must be justified, and finally, manipulations required by the accredited training program are reviewed.
The NRC stated that it is the policy of the NRC to allow facilities that responded to Generic Letter 87-07 (GL 87-07), "Information Transmittal of Final Rulemaking for Revisions to Operator Licensing - 10 CFR 55 and Conforming Amendments," to use the site-specific manipulation for their accredited SAT-based operator training programs. In addition, as a result of the INPO-NRC Coordination meeting of February 25,1999, the NRC reported that the requirements of 55.59 (c)(2)(3)(4) were discussed in break-out sessions during the recent Examiner's Conference. During the sessions, the facilitstors emphasized that facilities that follow the guidance of GL 87-07, are allowed to have manipulations in their licensed operator accredited continuing training program different from those listed in 55.59 (c)(3). Later in the sessions, examiner's and managers were asked to describe the relationship between an accredited licensed operator continuing training program, the Denton letter and 55.59 (c)(2)(3)(4). In all cases, the examiners and managers were able to correctly implement the NRC policy on manipulations. The approach used by the facilitators to determine understanding of the relationship utilized case studies as the evaluation instrument.
The NRC stated that monitoring of implementation of the policy would continue. Furthermore, the NRC and INPO agreed to continue discussions on this topic in the future.

imorovements to the, Quality of Examinationq Discussions focused on the quality of utility-submitted examinations, the levels of expertise in testing, measurement and psychometric resources expended correcting examinations.
Discussion also included what we (INPO and NRC) have done to improve the product. It was agreed that the NRC and INPO would continue our discussions in the future.
Operator Fatiaue The Policy Statement on fatigue and how it related to fitness-for-duty (10 CFR Part 26) was discussed. NRC asked what the potential was for industry assistance in characterizing the magnitude and impact of fatigue in the industry and INPO provided a point-of-contact.
Licensed Operator Exam Ouestion Bank Discussions were held on difficulties maintaining a site specific question bank, either on-line or in hard copy, and methods to overcome the difficulties. INPO agreed to review the development of an exam question bank with input from the NRC. The format of the question bank would be decided at a later date.
Generic Fundamentals Examination The discussion focused on the mechanism to use to alert facilities that administration of the Generic Fundamentals Examination wo ild be increasing from twice per year to three times per year. It was decided that the best mechanism would be to use both the Nuclear Energy institute and the INPO sponsored Training Manar meeting later this year.
The following topics were not on the agenda but were discussed during the meeting:
Licensed Operator Make Up Trainina The NRC led the discussion with a synopsis of licensed operator make up training problems identified during requalfication examinations. The meaning of " timely makeup training," as found in ACAD 90-025," Maintaining Accreditation," was discussed. INPO stated that training attendance is addressed during accreditation reviews and agreed to review the guideline.
Licensed Operator Eliaibility INPO described the workshops held to increase industry awareness of eligibility requirements for individuals to sit for NRC licensing examinations. INPO also described the eligibility guidance being added into ACAD 91-012," Guidelines for Training and Qualification of Licensed Operators." included in the new guidance are criteria for ROs to sit for the SRO examination, criteria for "SRO instants" (individuals who are being licensed for the first time as senior operators) including more examples of facility positions eligible for equivalent experience, and criteria for licensing non-degreed certified simulator instructors. The NRC agreed to evaluate the guidance for continued NRC endorsement of the accredited operator training programs after the new guidance was published. In addition, the NRC agreed to review, on a case-by-case basis, non-degreed certified simulator inMructor eligibili'y for licensing exams.

Trainino and Accreditation initiatives INPO stated that the combined Plant Evaluation and Accreditation Team Visit pilots have been completed. The actual combined evaluations started in April,1999.
No other items were discussed. The meeting was adjourned at 2:00 P.M.
