Dear Mr. Gaskin:

In addition to the inforraation supplied previously (Refs.1 & 2) in support of General Atomics (GA's) request for release of the "non-impacted" facilities and surrounding land on GA's Main Site and Sorrento Valley Site, GA is hereby supplying further information pursuant to the telephone conference call you and Ms. Heather Astwood had with Ms. Laura Gonzales on July 21,1997.

Specifically, the following additional items have been completed and/or revised in support of GA's request for the release of the "non-impacted" areas to unrestricted use and their deletion from GA's license:

The area where the Building 2, Laboratory 307 underground tank had been located prior to it's removal in 1984 (which GA excluded from the "non impacted area) has been enlarged. The area is 39'x75'; bounded on the west by walkway and stairs and bounded on the south by curb of road. The area extends 39' north from curb to top of stairs and 75' east from walkway to light post. Figure 1 was revised to show the enlarged excluded area and to describe the boundary.

The area where the Building 2, Laboratory 540 underground tank had been located prior to it's removal in 1984 (which GA excluded from the "non-impacted" area) has been further clarified. The area is 13'x38'; bounded on the north by curb of road and on the east by walkway / stairs. The area extends 38' west of walkway / stairs and 13' f

south from curb of road. Figure 1 was revised to describe the boundary.

Soil samples were taken on the main site "non impacted" area. A total of eleven (11) soll samples (P24 through P34) were collected and analyzed by gamma spectroscopy (see Figure 1 A). The locations selected took into consideration the proximity of the area to GA's site property boundary, potential drainage from nuclear facilities, availability of soil, and accessibility. (A draft drawing showing the proposed locations were faxed to you and to Mr. Chuck Hooker on July 24,1997). The results, which are provided in Table 1, show levels are at or near normal background levels (background values were provided in Table 2). The results of the soll samples were also well l

below previously approved soil release criteria for the GA site (i.e.,30 pCl/g for enriched uranium,35 pCi/g for depleted urenium,10 pCl/g for thorium, and 15 pCl/g for ' 'Cs). Nate: After Identifying a specific boundary for the Building 2 540 excluded area it was noted that soil sample P30 had been collected within the excluded area rather than in the "non-impacted" area, therefore, another sample, identified as P30N was collected east of the walkway in the "non impacted" area. The resultis includedin Table 1 and the location is shown in the revised Figure 1A.

Exposure rate measurements were also taken at the same locations as the soll samples (on the main site). The measured values are summarized in Table 3. No elevated levels were observed. [However, since activities currently ongoing in some of the Main Site f acilities (including Buildings 21,22,23,27,27-1,30 and 31) currently have radiation restricted areas), it would not be unusual to measure elevated radiation levels attributable to those activities; but not due to contaminants in the soil.]

Two (2) additional soll samples were taken in the "non-impacted Sorrento Valley area (soil samples P22 and P23) across from (and east of) Building 34 as shown in the revised Figure 2A and analyzed by gamma spectroscopy. The results, which are also provided in Table 3, showed levels were at or near normal background levels (as mentioned above, background values are provided in Table 2). The results of the analyses of these soil samples were well below previously approved soil release enteria for the GA site (i.e.,30 pCl/g for enriched uranium,35 pCi/g for depleted uranium,10 pCl/g for thorium, and 15pCl/g for ' 7Cs).

Radiation measurements (microR/hr measurements at one meter) were also taken on July 31,1997 with Mr. Chuck Hooker and Ms. Christina Ley in the non impacted areas.

A table showing the results of this survey and the approximate locations of the measurements is provided in Table 4.

In view of the above described additionalsupplementalinformation, GA requests that its license be amended to release to unrestricted use the "non impacted" areas as described above and as shown on the enclosed revised Figures 1 and 2 and to delete these areas from GA's radioactive materials license number SNM-696.

Since GA's state of California broad scope radioactive materiallicense (No. 0145 37) has similar language regarding the " authorized place of use," GA is (under separate cover) also requesting the state of Califomia to issue a license amendment releasing these same "non-impacted" areas to unrestricted use and deleting them from GA's license.
