Dear Mr. Graeber:

Enclosed foryour review is the draft Integrated Materials Perfonnance Evaluation Program (IMPEP) report which documents the results of the Agreement State follow-up review held in your offices on June 15-17,1999. Duncan White, State Agreements Officer, Region I, was the team leader for the Kansas follow-up review. The review team's findings and recommendations were discussed with your staff on June 17,1999.

The follow-up review team concludes that the licensing program has improved. However, additional effort is needed in this area. The use of a supervisory or quality assurance review should help increase the technical quality of licensing actions. The follow-up review team recommends that the Kansas Agreement State program receive a full IMPEP review in FY l

2002. The State suggested and the team agreed that the next periodic meeting could take place in June 2000.

In accordance with procedures for implementation of IMPEP, we are providing you with a copy of the draft team report for review prior to submitting the report to tne Management Review Board (MRB). We welcome your comments on the draft report. If possible, we request comments within four weeks from your receipt of this letter. This schedule will permit the issuance of the final report in a timely manner that will be responsive to your needs.

The team will review the response, make any necessary changes to the report and issue it to the MRB for concurrenco as a final report. If you have any questions regarding the enclosed report, please contact me at (301) 415-3340 or Duncan White at (610) 337 5042.
